ALASKA GOLF ASSOCIATION (AGA)TOURNAMENT ELIGIBILITY POLICY

I. General Policy

Participation in Alaska Golf Association (AGA) tournaments is governed by eligibility standards established to promote fair play, ensure competitive integrity, and maintain the mission of growing the game of golf in Alaska. The following policy outlines residency requirements, eligibility criteria for State Amateur Championships and other events, and procedures for verification.

II. Eligibility for Alaska State Amateur Championships

To be eligible to compete in the Alaska State Amateur Championships, an applicant must:

  1. Be a bona fide resident of the State of Alaska, as defined in Section IV of this policy;
  2. Possess an active Handicap Index® issued by an AGA member club through the World Handicap System™;
  3. Have posted a minimum of seven (7) scores at AGA member courses within the two (2) calendar years preceding the competition.

III. Eligibility for Other AGA-Sanctioned Events

For all other AGA tournaments and events:

- Both Alaska residents and eligible nonresidents are permitted to compete, provided they meet the conditions described in this policy.
- The applicable residency or nonresident requirement must be met as of the entry closing date of the respective competition.

IV. Residency Definition and Requirements

A person shall be considered an Alaska Resident for the purposes of AGA eligibility if they maintain their legal domicile in Alaska and meet any one of the following criteria as of the entry closing date:

  1. Has maintained continuous physical residence in Alaska for at least 30 consecutive days immediately prior to the entry deadline;
  2. Holds a valid Alaska Driver’s License;
  3. Is registered to vote in the State of Alaska;
  4. Owns real property in Alaska;
  5. Is a student who physically attended a high school or college in Alaska within the four (4) months preceding the entry deadline;
  6. Is a dependent student who graduated from an Alaska high school, attends an out-of-state college, and whose parent or legal guardian meets one of the above residency requirements;
  7. Is an active-duty member of the United States Armed Forces stationed in Alaska as of the entry deadline.

Exemption: Past champions of the Alaska State Amateur Championships are exempt from the residency requirement.

V. Nonresident Participation Requirements

To be eligible for AGA events other than the Alaska State Amateur Championships, a nonresident must:

  1. Be a dues-paying member of a private Type 1 AGA Member Club, and
  2. Hold an active Handicap Index® from that club through the World Handicap System™ at the time of entry.
  • Alternatively:
  1. Be an annual fee-paying member of a semi-private or public Type 1 AGA Member Club, holding an active AGA Handicap Index® at the time of entry.

*Definitions*:

- A Type 1 AGA Member Club is defined as any AGA-recognized club that owns or operates a golf course located in Alaska.
- An annual fee-paying member is defined as a nonresident who pays a seasonal fee or arrangement for discounted golf privileges at a recognized facility within the current calendar year.

VI. Verification and Compliance

All applicants must certify their eligibility during the entry process. The AGA reserves the right to:

  1. Request documentation or evidence verifying residency or membership status at any time before or during the event;
  2. Disqualify any applicant found to have falsified or misrepresented eligibility information, pursuant to Rule 3.3b(3) of the Rules of Golf, and may revoke titles, awards, or future eligibility for AGA competitions.

This policy is subject to change at the discretion of the AGA Executive Committee. It is the responsibility of all competitors to ensure they meet the eligibility requirements of each event.
